The decoration in the middle is called mizuhiki, which can be removed and used as a chopstick rest. Mizuhiki is a decorative string that is attached to Gift envelopes and gifts.

Mizuhiki is considered very auspicious in Japan, as it has the meaning of sealing an unopened envelope, repelling evil spirits, and connecting people to each other and to their families.
